NEW PUBLICATION - Seen but not Heard: Strengthening Nonprofit advocacy provides new
research findings on nonprofit advocacy -- who's doing it and what are the barriers and incentives for
groups engaged in public policy activities.
The book's authors are Gary D. Bass, David F. Arons, Kay Guinane and Matthew F. Carter, with
assistance from Susan Rees. This group of experienced and well-regarded nonprofit advocacy
experts undertook a comprehensive look at advocacy utilizing survey research, focus groups and
interviews with nonprofit executives and board members. The book provides analysis of current
research, as well as recommendations for enhancing policy participation by nonprofit organizations.
Seen but not Heard is the result of a multi-year collaboration among OMB Watch, Tufts University and
the Center for Lobbying in the Public Interest, focused on the Strengthening Nonprofit Advocacy
Project (SNAP). Supporters of the project included the Aspen Institute's Nonprofit Sector Research
Fund, Atlantic Philanthropies, Nathan Cummings Foundation, David and Lucile Packard Foundation,
and the Surdna Foundation.

NEW – Online Tool for Tobacco Control Advocates
The Robert Wood Johnson Foundation and the Campaign for Tobacco-Free Kids have joined
together to create GoingSmoke Free.org, a free online resource to help states and communities
implement smoke-free laws. The website is a clearinghouse for activities, events and tools and
provides sample materials for media outreach, advertising and business outreach. Smoking
cessation resources are also available. Go to www.goingsmokefree.org for more information.
NEW - STATE LOBBYING LAW RESOURCES
The Alliance for Justice (AFJ) has just launched web-based state law resources to provide
guidance on state laws on a variety of topics of interest to nonprofit organizations, including
lobbying registration and reporting, electioneering definitions and 501(c)(4) parameters, campaign
finance and ballot measures. Currently, information is available for Arizona, California, Colorado,
Florida, Michigan, Minnesota, New Mexico, Ohio, Oregon, Pennsylvania, Washington, Wisconsin
and Virginia. AFJ plans to add more states in the coming months.

How Ready is Your State for A Public Health Emergency?
December 18, 2007 - The Trust for America's Health (TFAH) released the fifth annual "Ready or
Not? Protecting the Public's Health from Disease, Disasters, and Bioterrorism" report that contains
health preparedness scores for all 50 states and DC.
Thirty-five states and DC scored 8 or higher on the scale of 10 indicators. Those receiving the
highest scores (10 out of 10) were Illinois, Kentucky, Nebraska, New Jersey, Pennsylvania,
Tennessee and Virginia. The lowest,with 6 out of 10, were Arkansas, Iowa, Mississippi, Nevada,
Wisconsin and Wyoming.
